2.3iii - Strategy Options: Overview

As set out above the Strategy Options are mutually inclusive. This section provides an overview of the information set out above and helps explain the implications of the different Strategy Options when they are combined sequentially. This approach follows national planning policy by ensuring all opportunities to meet housing needs are explored within existing urban areas before looking at sites within the Green Belt.

Table 12 below provides a recap of the Strategy Options and presents how together they can assist in meeting the Government housing requirement for Southend. For more detail, please refer to Table 5 above.

We are interested in your views on the merits and disadvantages of each Strategy Option when they are added together and what is your preferred combination.

*within existing settlement limits **within existing settlement limits ***Rochford District Council is preparing a new Local Plan and is also considering a range of spatial options and sites to meet its own development needs. One option that could contribute to meeting housing needs within both Rochford and Southend is through providing a series of new neighbourhoods on the edge of Southend. ****The sketch has been submitted to the Borough Council by the site promoters and is available on the Council’s website -  https://localplan.southend.gov.uk/new-evidence

Question 2.3e Providing New Homes - Strategy Options Overview

Have your say……… Please explain your answers

2.3.e.a) How should Southend develop in the future, please select your preferred strategy options stating your reasoning. Please refer to the information provided above:

Option A - Increasing Urban Capacity

Options A & B - Facilitating Urban Change

Options A, B & C – Including New neighbourhood

Option A, B, C & D – Development outside the Borough, including new neighbourhoods

Question 2.3e. Providing New Homes - Strategy Options Overview

2.3.e.b) Government guidance outlines that we need to prioritise development within urban areas (brownfield sites) first, although it is useful for us to understand whether you would rather:

  • i) See more homes built within existing Urban Areas (Options A & B) alongside improved infrastructure; or
  • ii) Provide new neighbourhoods and new infrastructure to the north of Southend on undeveloped land within the Green Belt (Options C & D)?

Question 2.3e. Providing New Homes - Strategy Options Overview

2.3e.c. Do you believe there are any other options that we should consider that would help to provide more new homes? If so, what are these? Please be detailed as possible and outline how we can prove they will deliverable over the plan period.
